Field: Benefit Combinations (Out of Work)

Description

The Out of Work benefit combinations cover 100% of claimants for a specific list of out-of-work benefits. This measure enables users to bridge the gap between previously published Working Age Client Group NOMIS data and the benefit combination statistics in Stat-Xplore. For the purposes of this field, out-of-work benefits are defined as:

• - Jobseeker's Allowance (JSA)
• - Employment and Support Allowance (ESA)
• - Incapacity Benefit (IB)
• - Severe Disablement Allowance (SDA)
• - Income Support (IS) where Carer's Allowance (CA) not also in payment
• - Pension Credit (PC) where Carer's Allowance (CA) not also in payment
• - Universal Credit Out of Work (UC OOW) where conditionality regime is one of:
• o Searching for work (Not working, or with very low earnings. Claimant is required to take action to secure work - or more / better paid work. The Work Coach supports them to plan their work search and preparation activity.)
• o Planning for work (Expected to work in the future. Lone parent / lead carer of child aged 1 (or aged 1-2 prior to April 2017). Claimant required to attend periodic interviews to plan for their return to work.)
• o Preparing for work (Expected to start preparing for future even with limited capability for work at the present time or a child aged 2 (or aged 3-4 prior to April 2017), the claimant is expected to take reasonable steps to prepare for work including Work Focused Interview.)
• - Universal Credit No Work Requirements (UC NWR) where conditionality regime is No Work Requirements (Not expected to work at present. Health or caring responsibility prevents claimant from working or preparing for work).

All recipients of any of the out-of-work benefits are included in one of the categories for this field and may or may not be additionally in receipt of other benefits not listed here.

Classification

Benefit Combination (Out of Work Benefits only):

• - INCAP : some combination of Employment and Support Allowance, Incapacity Benefit, Severe Disablement Allowance or Income Support on the basis of incapacity
• - IS : Income Support on the basis of something other than incapacity where Carer's Allowance not also in payment
• - JSA : Jobseeker's Allowance
• - PC : Pension Credit where Carer's Allowance not also in payment
• - PC & INCAP : Pension Credit where Carer's Allowance not also in payment plus some combination of Employment and Support Allowance, Incapacity Benefit, Severe Disablement Allowance or Income Support on the basis of incapacity
• - UC (Out-of-work or No Work Requirements) : Universal Credit and in one of the following conditionality regimes: Searching for Work, Planning for Work, Preparing for Work, No Work Requirements
• - UC (Out-of-work or No Work Requirements) & INCAP : Universal Credit and in one of the following conditionality regimes: Searching for Work, Planning for Work, Preparing for Work, No Work Requirements
• plus some combination of Employment and Support Allowance, Incapacity Benefit, Severe Disablement Allowance or Income Support on the basis of incapacity
• - UC (Out-of-work or No Work Requirements) & JSA : Universal Credit and in one of the following conditionality regimes: Searching for Work, Planning for Work, Preparing for Work, No Work Requirements
• plus Jobseeker's Allowance
• - UC (Out-of-work or No Work Requirements) & PC : Universal Credit and in one of the following conditionality regimes: Searching for Work, Planning for Work, Preparing for Work, No Work Requirements
